Roles & Responsibilities in Coastal Planning for the West Coast of Victoria

Coastal management is complex and the roles and responsibilities of different agencies and councils are not always clear. Clarification of this issue was seen as a priority in 2000 when the Board commenced the development of regional CAPs with funding provided through the Coastal and Marine Planning Program via the first round of the Natural Heritage Trust federal funding program.

This report provides a review and assessment of the roles and responsibilities of the key stakeholders involved in coastal and marine planning and management within the western Victorian coastal region (Point Lonsdale to the South Australian border). It comes in two parts with an overview and detailed tables of roles and responsibilities, including the lead and support stakeholders for key coastal and marine issues, and the legislative requirements. It also lists recommendations to fill gaps in this framework.
